ÖZET TÜRKÇE

AB uyum süreci ve AİHM kararlarının da etkisiyle başta Anayasa olmak üzere kolluk kuvvetlerini yakından ilgilendiren birçok yasada AB normlarına uygun hukuksal düzenlemeler yapılmış olmasına rağmen polisin yetki kullanımında aşırıya kaçtığı, insan hakları ihlalleri yaptığı, hukukun dışına çıktığı, medya, sivil toplum örgütleri ve üniversiteler tarafından sık sık dile getirilmekte olup çözüm önerisi olarak da  Avrupa standartlarına uygun polis eğitim-öğretim sisteminin polis okullarına uyarlanmasının gerekliliği vurgulanmaktadır. Bu bağlamda, Polis Okullarında verilen eğitim-öğretim sisteminin gözden geçirilmesi zorunluluktur. AB ülkelerindeki polis okullarının yerinde görülüp incelenmesi sonrasında farklı kurumların da proje ortağı olarak katılımlarıyla elde edilecek bilimsel verilere dayalı modern, çağdaş, ülkemiz polisine uyarlanabilecek, yeni bir polis eğitim-öğretim sisteminin uyarlanması için çalışmalar yapmak projemizin temel hedefidir. Yozgat Polis Meslek Yüksekokulu olarak altı yerli, üç yabancı proje ortakları seçilirken hassas davranıldı. Şöyle ki; AB’ye giriş sürecinde polis okullarındaki eğitim-öğretim sistemlerinin AB normlarına uyarlanması noktasında yabancı iki ortağımız AB’ye yeni girmiş ülkelerden seçildi. Çek Cumhuriyeti Prag Polis Eğitim Koleji(ziyaretimiz;12-24 Nisan 2009) ve Polonya Katowice Polis Okulu(ziyaretimiz; 10-23 Mayıs 2009) proje ortaklıklarını büyük memnuniyetle kabul ederken Avrupa’nın en kaliteli güvenlik personelini yetiştiren tanınmış, 5000 öğrencisi ve 500 eğitmeniyle bizler için tam bir model olabilecek Portekiz Ulusal Güvenlik Okulu’da(ziyaretimiz;21-03 Temmuz 2009) projemize ortak olarak katıldı. Polis yöneticilerinden(Şırnak, Yozgat Emniyet Müdürlükleri), polis eğitmenlerinden, oluşan yerel ortaklarımız ile Uludağ ve Bozok Üniversiteleri, mülki idare amirliği(Yozgat Valiliği) ve Sivil Toplumu Kalkındırma Hareketi Derneği’ni dahil ederek çok katılımcılığın olduğu bir proje hazırlandı. Yurtdışına çıkışlarda her bir ortak kurumdan birer katılımcı alarak (yönetici, eğitmen, akademisyen) 10 kişiyle hareketlilik gerçekleşecek olup, yurtiçi hareketlerde her kurumdan en az bir temsilcinin toplantılara katılması sağlanacaktır.

ÖZET İNGİLİZCE

Although there have been many modifications in line with the norms of the European Union in the laws concerning the police force, particularly in Constitutional Charter, with the influence of the decisions taken by the Euoropean Court of Human Rights and that of harmonisation process with the European Union, it has still been argued frequently by the media, by the non-governmental organisations and by the universities that the police abuses its authority,violates the human rights and acts inconsistently with the law and it is suggested as a solution and as a must that an educational system comforming with the standards of the European Union be adapted to the Police Vocational Schools of Higher Education. In this context, the educational system at the Police Vocational Schools of Higher Education has to be reviewed. Therefore, the main purpose of this project is to work for the  adaptation of a new, modern and applicable  educational system which is based on scientific data gained through the participation of different organisations as the project-partners after the on-site examination of the Police Training Schools of the EU countries. The nine project-partners ,three of which from abroad and six of which local, were delicately determined. Namely, two of our foreign partners for the adaptation of the educational system at the police schools to the EU norms have been chosen from the countries who have recently entered the EU. Prag Police Training College from Czech Republic which we are going to visit on 12th-24th April 2009 and Poland Katowice Police School which we are going to visit on 10th-23rd May 2009 welcomed the project-partnership. The Portugal National Security School, famous for the highest-quality security staff it trains in Europe  and a strong model for us with 500 instructors and 5000 students also participated in our project as a partner which we are going to visit on    21st-June 03-July 2009. We have established a multi- participation by including the police administrators from Yozgat and Şırnak Police Offices, the instructors, Bozok and Uludağ Universities, Governor’s Office of Yozgat Province as well as the Organisation for The Improvement of The Civil Society in our project. For each visit to abroad, one participant (an administrator, an instuctor or an academic etc.)  from each partner organisaton is supposed to be taken with enabling the mobility with 10 participants and at least one representative from each organisation is supposed to  take part  in the meetings at home.
