Attitude of Police in Riots and Demonstrations

In the process of accession of Turkey to the EU, some changes have been made in Turkish Constitution Law and Law No. 2911 Meetings and Demonstrations in order to increase the standards of democracy. As for the media, they have criticized the police action in the context of policing in public events and have also denounced the abuses of human rights. Moreover, it is known that some police are perpetrators of violence against the rights and property of innocent citizens. Thus, it is noticed that some demonstrators and organizers that some officers are missing both, mutual understanding and knowledge of texts related to policing. So the two parties often exceed the limits of their objectives and duties.
Therefore, The Project, ‘Attitude of Police in Riots and Demonstrations’, was prepared within the Directorate of Youth Programs and Education, European Union and conducted partnership with 5 National Institutional Partners and 4 EU Countries, during the call for proposals 2009 of the Education and Training Year of 2007-2013. A total of 1 799 mobility projects were proposed to the Turkish National Agency. Each project was reviewed by at least 2 independent external experts and our project is among 221 projects chosen by the evaluation committee.
The project partners, whose presidency is held by the Yozgat Vocational Police School, are:

The Project aims;

• To educate police officers in the way that the culture does not conflict with the universal values, well educated, learnt to know the psychology of society and raised awareness about human rights. This will allow the Turkish National Police to work in the proper mindset to serve the sensitivity of respect of human rights adopted in European countries,
•To create a mentality of police understanding of the psychological state of manifesting and operating models for events,

• To institutionalize ongoing communication with organizations of civil society to prevent abuse of the use of force and violations of human rights during the protests,

•To guide the potantiel crowds of demonstrators to prevent deviant behavior during the protests by increasing the scope of awareness of organizations of civil society,

• With this project, we would like to research and compile the documents about the project in the countries which are participants and to work on the project to make it working and applicable in our country,

• To better understand the institutions of the countries through the exchange of culture and information following the work done by the rich group of participants.
